Organizing Authority 
 The Championships are organized by Taal Lake Yacht Club. 
 
1 Rules 
 1.1 The Event will be governed by the Rules as defined in The Racing Rules of Sailing. 
 1.2 The 2001 – 2004 International Hobie Class Association Class Rules will apply. 
 1.3 The prescriptions of the Philippine Sailing Association will not apply 

2 Advertising 
 2.1 The Event is designated as a Category C event in accordance with RRS Rule 79,     Advertising and Event Categories and RRS Appendix I. 
 2.2 Boats wishing to carry sponsors names or logos on sails, and/or hulls should seek    approval from the organizing committee in order to prevent conflicts with Event     Sponsors. 
 2.3 The Organizing Committee may require all boats and / or crew to display the Event    Sponsors advertising on their boats and/or sails. 

3 Entry and Eligibility 
 3.1 The Event is open to the following classes: 
  National Championship – Both helm and crew must be Philippine citizens 
  Open Championship – This class is open to all nationalities. 
  Masters Championship – Open to all nationalities with helm over 45 years old. 
 3.2 All Classes will race together. Separate and joint results will be calculated for each class. 
 3.3 To enter fax or e mail a completed entry form to The Regatta Secretariat, before Tuesday   6 January 2004. 
 3.4 All crews are required to present themselves together to be weighed, in condition to    comply with the IHCA 2001 – 2004 Class Rules. 
 3.5 Failure to complete all the registration requirements by 0900 hrs on Saturday 17     January will invalidate the entry. 

4 Classification 
 Reserved 

5 Entry Fees 
 5.1 The Entry Fee is P 2,000 per boat. 
 5.2 The entry fee will cover the cost of the team’s entry, two pack lunches on Saturday and    Sunday, and a buffet style meal with 3 drinks at the Saturday night Party. 
 5.3 All entry fees are to be paid at Registration. 

6 Competitors Briefing  
 The Competitors Briefing will take place at 0900 hrs on Saturday 17 January 2003 at Taal Lake  Yacht Club. 

6a Programme of Events  

 The Championships will consist of 10 races. In the event of circumstances not permitting the  completion of 10 races the event will be regarded as complete provided 6 races are finished. 

 Friday 16 January 
    1800 hrs Registration at Welcome Cocktail Party 
     at The Manila Club, Magallanes Commercial Centre 
 
 Saturday 17 January  
     0800 hrs to 0900 hrs Registration at TLYC 
     0800 hrs to 0900 hrs Measuring and Scrutineering 
     0900 hrs  Competitor’s Briefing 
     0955 hrs  First Warning Signal 

 Sunday 18 January 
     0900 hrs  First Warning Signal 
     1430 hrs  No Warning Signal After 
     1600 hrs approx Awards Presentation 

7 Courses to be Sailed 
 7.1 Courses to be sailed will be Triangular and Windward Leeward Courses. 
 7.2 Races will be started in accordance with RRS 26. 

8 Sailing Instructions 
 8.1 The Sailing Instructions will be published one week before the event and will be available   from TLYC and advantage@i-manila.com.ph on request. They may also be available online at www.tlyc.com/hobie/honat04sis.html 
 8.2 The Sailing Instructions will also be available at Registration. 

9 Scoring System 
 9.1 The low-point scoring system as per RRS Appendix A will be used. 
 9.2 To calculate the positions in a class, points will be awarded in accordance with the    finishing position within the Class and not the finishing position in the whole fleet. 
 9.3 All races will count towards a boat’s championship score. 

10 Protest Committee 
 10.1 A Protest Committee will be appointed. 

11 Prizes 
 11.1 Prizes will be awarded to the first 3 boats in each class. 
 11.2 Other prizes may be awarded for at the discretion of the Organizing Committee. 

12 Disclaimer 
 Competitors participate in the regatta entirely at their own risk. See Rule 4, Decision to Race.  The Organizing Authority will not accept any liability for material damage or personal injury or  death sustained in conjunction with or prior to, during or after the regatta. 

13 Insurance 
 Each participating boat shall be insured with a valid third-party liability insurance with a  minimum cover of P 250,000
