Sailing Instructions Saturday 9 to Sunday 10 February 2008 Organizing Authority
The Organizing Authority is the Taal Lake Yacht Club The Race Office will be situated at the Club Tent 1 Rules The event will be governed by: • The Racing Rules of Sailing, except as revised by these Sailing Instructions, • the Class Rules of the International Hobie Class Association, except as revised by the Notice of Race, • the Notice of Race, except as changed by these Sailing Instructions, • these Sailing Instructions. 2 Entries Eligible teams may enter by completing registration with the Organizing Authority in accordance with the Notice of Race. Registration must be completed prior to proceeding to race. 3 Notices to Competitors 3.1 Notices to competitors will be posted on the Official Notice Board located at or near the Club Tent. 3.2 There will be a competitor’s briefing at 0930 hrs on Saturday 9 February at Taal Lake Yacht Club. Other competitors meetings may be scheduled as required. 4 Changes to Sailing Instructions Any change to the Sailing Instructions will be posted on the Official Notice Board no later than 60 minutes before the first race of the day, except that any changes to the Sailing Instructions affecting the schedule of races will be posted on the Official Notice Board by 2100 hrs on the day before it will take effect. 5 Signals made Ashore 5.1 Signals ashore will be displayed ashore at the Club Flag Pole. 5.2 When code Flag “AP”, is displayed ashore, ‘1 minute ‘ is replaced with ‘not less than 10 minutes’ in the race signal AP. 6 Schedule of Races and Warning Signal Saturday 9 February 1000 hrs First Warning Signal A break in racing for lunch of approximately 45 minutes will be taken at approximately 1330 hrs. Otherwise, races will continue back to back until six races are completed, the “No Warning Signal after” time is reached, or racing is abandoned. The Warning Signal for successive races will be made as soon as practicable. 1630 hrs No Warning Signal later than Sunday 10 February 0900 hrs First Warning Signal Races will continue back to back until a total of 10 races are completed or the “No Warning Signal later than” time is reached or racing is abandoned. The Warning Signal for successive races will be made as soon as practicable. 1400 hrs No Warning Signal later than 7 Class Flag The Class Flag will be White 8 Racing Area The Racing Area will be Taal Lake 9 Courses 9.1 A numeral flag or number board indicating the course to be sailed will be hoisted before the Warning Signal. 9.2 After starting and before finishing all marks will be rounded to PORT in the following order: Course One Triangle Course Start, 1, 2, 3, 1, Finish Course Two Windward / Leeward Start, 1, 3, 1, Finish Course Three Windward / Leeward Start, 1, 3, 1, 3, 1, Finish Additional Courses may be announced durng the regatta. 9.3 Course Diagram – Course diagrams will be posted on the official notice board. 10 Marks 10.1 Marks 1,2 and 3 will be grey buoys with yellow covers. 10.2 The Starting and Finishing Mark will be a grey buoy with a red cover 11 The Start 11.1 Races will be started in accordance with RRS 26. 11.2 The Starting Line will be between a flagpole on the Race Committee Boat displaying an orange flag and an inflatable mark. 12 Replacement of Crew or Equipment 12.1 Substitution of crew will not be allowed without prior written approval of the Race Committee under the provision of IHCA General Class Rule 17 12.2 For substitution of sails, IHCA General Class Rule 12.3 applies 12.3 Substitution of other damaged or lost equipment will not be allowed unless approved by the Race Committee. Requests for substitution shall be made to the Committee at the first reasonable opportunity. 13 Change of the Next Leg of the Course 13.1 To change the next leg of the course, the Race Committee will move the original mark(or the finish line) to a new position. 13.2 When the course is changed boats, shall pass between the RC boat signalling the change and the nearby mark, leaving the Race Committee boat to starboard. 14 The Finish 14.1 The finish line will be between a staff displaying an orange flag on the RC boat and the finishing mark. 14.2 Hoisting a Blue Flag on the signal boat will open the finish line 14.3 Lowering the Blue flag when the last boat has finished or the time limit has expired will close the finish line. This adds to the meaning of the Blue Flag in Race Signals. 15 Penalties 15.1 RRS Rule 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required. 15.2 Exoneration Penalty A boat that may have broken a rule may, after finishing the race concerned and before the start of a related protest hearing, notify the Race Committee that she accepts a (25%) scoring penalty, minimum 5 places. It is not available for a breach of rule 2 or of class rules or for gross misconduct under rule 69. Nor is it available to a boat that caused injury or serious damage, or gained a significant advantage by her breach: In these circumstances, when an exoneration penalty is accepted, a) neither the boat nor the Protest Committee may then revoke or remove the penalty b) the boat shall not be penalised further in a protest hearing when the Protest Committee decides that it was appropriate to the facts found and the appropriate rules. 16 Time Limits 16.1 At the discretion of the Race Officer in extenuating circumstances, the following time limits may be extended. 16.2 A boat failing to finish within 15 minutes after the first boat sails the course and finished will be scored Did Not Finish. This changes Rules 35 and A4.1 16.3 The Time Limits and Target Times are as follows: Time Limit Mark 1 Time Limit Target Time 75 mins. 20 mins. 40 mins. 17 Protests 17.1 In order to arrive at an easy and equitable solution to rules disputes an advisory procedure may be used. To use this procedure any competitor wishing to protest should discuss with the chairman of the protest committee. See details in Attachment 1. 17.2 Any Protest must be made in writing and be lodged in the Race Office within Protest Time, which will end 30 minutes after the last boat in the last race of the day sailing directly to shore reaches, or would have reached, the shore. This changes RRS 61.3 17.3 Protest Forms will be available at the Hobie Bar. 17.4 The Protest Committee will hear protests in approximately the order of receipt and as soon as possible. 17.5 The Notice of Protest hearings will be posted within 15 minutes of the end of Protest Time. 17.6 On Sunday a request for reopening a hearing shall be delivered a) within the protest time limit if the party requesting reopening was informed of the decision on the previous day b) no later than 30 minutes after the party requesting reopening was informed of the decision on that day 18 Scoring 18.1 The low-point scoring system RRS Appendix A will apply. 18.2 Four races are required to be completed to constitute the completion of the National Championships (helm and crew Philippine citizens) only. 18.3 If a minimum of 6 races have been completed, one drop is allowed.. 18.4 The Open, Nationals, Novice and Masters results will be calculated independently of each other. 19 Protest Committee A Protest Committee shall be appointed. 20 Prizes Trophies and / or prizes will be awarded to the first 3 places in: The Philippine National Championships (Helm and crew Philippine Citizens) The Philippine National Championships (Open) The Philippine National Championships (Masters) The Philippine National Championships (Novice) Other prizes may be awarded at the discretion of the Organizing Committee. 21 Equipment and Measurement Checks 21.1 A boat or equipment may be inspected at any time for compliance with the Class Rules and Sailing Instructions. 21.2 Competitors are reminded that the requirements of RRS43 Competitor Clothing and Equipment will apply. 21.3 Crews will be weighed at Registration on Saturday to ensure compliance with IHCA weight regulations 22 Radio Communication Boats may neither make nor receive radio or mobile phone communications while racing. 23 Retirement A boat retiring from a race or the Event must at the earliest opportunity notify the Race Committee of this by hail or message to the Race Officer. 24 Responsibilities 24.1 The Organizing Committee, Event Sponsors and their representatives, officers, members and volunteer accept no liability whatsoever for any loss of life or property, personal injury and dame caused by, or arising from the Event. Participants compete entirely at their own risk, See Rule 4, Decision to Race. 24.2 The term ”Skipper” shall mean the person, whether or not the owner of the boat, who is designated on the entry Form as the “skipper”. The skipper shall be in charge of the boat during the Event and is responsible for the boat, its handling and safety, conduct of the crew before, during and after each race and compliance with the Sailing Instructions. 25 Special Notes 25.1 No questions will be answered by the Race Committee after the Warning signal 25.2 Any boat receiving “hands on” assistance from a rescue or mark boat will be scored “Did Not Finish” 25.3 The Race Committee may request redress for competitors who exhibit extraordinary sportsmanship. |
