Saturday 18th and Sunday 19th November 2006 Organizing Authority The Organizing Authority is the Taal Lake Yacht Club The Race Office will be situated at the TLYC Training Tent. 1 Rules The event will be governed by: • the Racing Rules of Sailing 2005 - 2008, except as revised by these Sailing Instructions, • Applicable Class Rules • Notice of race • these Sailing Instructions 2 Entry and Eligibility The Event is open to the following classes: Hobie 16 – A Class Experienced Hobie sailors Hobie 16 – Masters Class Hobie Skippers above 45 Hobie 16 - B Fleet Novice Hobie Sailors as listed and approved by the Race Committee upon registration. Open Class (handicap) Boats not in any other class Other Classes that may be formed by the organizer 3 Programme of Events All classes will sail a maximum of 8 races. In the event of time not permitting the completion of 8 races the number of races will be reduced. Saturday 23 November 0800hrs Registration at TLYC 1000 hrs Competitors Briefing 1025 hrs 1st Warning Signal Sunday 24 November 0900 hrs First Warning Signal 1430 hrs No warning signal after 1500 hrs approx Awards Presentation 4 Schedule of Races Sat 6th November Race 1 Triangle / Windward Leeward Race 2 Volcano outward leg. Lunch break approx 45mins Race 3 Volcano return leg Race 4 Triangle / Windward Leeward Sun 7th November Race 5, 6,7,8 Triangle / Windward Leeward 5 Race Area The Race area will be Taal Lake 6 Signals Made Ashore 6.1 Signals ashore will be displayed on the TLYC Flag Pole at TLYC or from the RC Boat on the beach at volcano island. 6.2 Flag “L” means a notice to competitors has been posted on the Official Notice Board. 6.3 Code Flag “AP”, Answering Pennant, on shore with two sound signals (one sound when lowering) means “Racing is Postponed”. The first warning signal will be made not less than 4 minutes after “AP” is lowered. 7 Class Flags The Class Flags will be: Hobie 16 A Class/masters Letter ‘D’ Yellow and Blue Hobie 16 B Class Letter ‘E’ Blue and Red Open Class Letter ‘F’ White and Red Others Letter ‘J’ Blue and White 8 Marks 8.1 Inflatable buoys and marker flags as described in the Course Diagram. 8.2 All marks are rounding marks unless specifically identified otherwise in the course descriptions. 8.3 A " gate" is formed by the Outer Distance Mark (ODM) and the Inner Distance Mark (IDM) . Yachts are to pass between them or stay away from between them when required by the course descriptions. 9 Courses The flag indicating the course to be sailed will be hoisted before the Warning Signal. Courses are standard TLYC Courses in the Standard sailing instructions with the addition of courses which may be announced at the Skippers briefings, and: (Round Volcano 1st leg) Green flag Hobie Class Round Volcano Club Start, Volcano Is. (p), Lunch Finish Open Class To Volcano Club Start, GL(p), Volcano Is. (s), Lunch Finish (Round Volcano 2nd leg) Green Flag Hobie Class From Volcano Lunch Start, Volcano Is.(p), W (p), Club Finish Open Class From Volcano Lunch Start, Volcano Is. (p), W(p), Club Finish 10 The Start 10.1 Races will be started in accordance with RRS 26, with the Warning Signal being given 5 minutes before the start signal. 10.2 The Starting Line will be between a staff displaying an orange flag on TLYC Flag Pole (or Committee Boat ) at the Starboard end, and an inflatable mark (ODM) at the Port end. If an inner distance mark (IDM) is laid; boats shall pass between the outer and inner distance marks when approaching the line to start or starting. 10.3 For all races Classes will start in the following order at 5 minute intervals, as below, unless individual class starts are signaled. Open Class , and Others Hobie 16 A Classes 10.4 Boats whose warning signal has not been made shall avoid the starting area. Boats breaking this rule will be liable to a penalty as decided by the Protest Committee. 11 The Finish 11.1 The Club Finish line will be between the Flag Pole or Committee Boat displaying an orange flag, and the outer distance mark. 11.2 The Lunch Finish will be between the Race Committee Boat on the beach and an inflatable buoy. 12 Start and Finish Locations Start and Finish locations will be as follows: Club Start / Club Finish The vicinity of the TLYC property. Lunch Start / Lunch Finish . on the Southern coast of Volcano Is. To be announced at briefing. 13 Time Limits The Race Committee reserves the right to finish boats on course at any time. 14 Prizes The Governors Cup Trophy will be awarded for Best Total Elapsed time around the Volcano. Prizes for overall 1st, 2nd and 3rd in each Class will be awarded and additional prizes may be awarded. 15 Penalties 15.1 RRS Rule 44 is changed so that the 2 turns is replaced by a single turn for all types of Beach Catamarans. 16 Protests 16.1 In order to arrive at an easy equitable solution the Race Officer (or appointed Arbiter) will attempt to arbitrate on all potential protests with the crews involved in the protest. The protest will only proceed if the protesting party does not agree to withdraw their protest after the discussion. 16.2 Any Protest must be made in writing and be lodged in the Race Office within Protest Time, which ends 30 minutes after the last boat finishes the last race of that session – morning or afternoon. Other conditions stated in the standard TLYC Si’s will apply. 16.3 Protest Forms will be available at the Race Office. 16.4 The Protest Committee will hear protests in approximately the order of receipt and as soon as possible. 16.5 The Notice of Protest hearings will be posted within 30 minutes of the end of Protest Time. 17 Scoring The low-point scoring System RRS Appendix A will apply If at least 6 races are completed, then 1 can be dropped but race 2 and 3 cannot be dropped. 18 Safety and Inspections 19.1 At the time of registration each skipper and crew shall sign-in for the Regatta on the appropriate form at Registration. 19.2 All crews and boats will be liable for inspection during the event. 19.3 Hobie 16 helms and crew will be required to present themselves to be weighed at Registration. 19 Retirement A boat retiring from a race or the Event must at the earliest opportunity notify the Race Committee of this by hail or message. 20 Responsibilities 21.1 The Organizing Committee, Event Sponsors and their representatives, officers, members and volunteer accept no liability whatsoever for any loss of life or property, personal injury and damage caused by, or arising out of the Event. Participants compete entirely at their own risk. 21.2 The term ‘Skipper’ shall mean the person, whether or not the owner of the boat, who is designated on the Registration Form as the ‘skipper’.
