SAFETY INSTRUCTIONS FOR CLUB EVENTS
Effective 1 July 2004
The TLYC Safety Instructions apply to all racing at TLYC unless amended
or superseded by a Notice of Race, Sailing Instruction and/or Safety Instruction
for a particular event or series of races.
Registration

Before going on the water to race, helm and crew are required to
register with the Race Committee. For non Club Members this will include
the submission of a separate personal information sheet to the club office.

Each individual will be required to sign a no liability waiver and
may request to receive a copy of this Safety Instruction sheet, or be directed
to where it is posted.

Crews that could be underweight for their class rules may be weighed
before being permitted to race.
Personal Safety Equipment (This applies to all types of boats
while racing)

In compliance with the International Hobie Class Association Rules
each person on board shall carry a lifesaving device or Personal Flotation
Device (PFD) approved by a national authority. The IHCA and TYLC strongly
recommend that life saving devices or PFDs be worn at all times.

Each person must carry, attached to their person, or to their life
saving device or PFD, a suitable whistle.

It is recommended that each person carries a safety knife attached
to themselves or to their PFD.
Safety Boats

At all times during racing, TLYC will endeavour to have an appropriate
number of safety boats will be on the water and on standby ashore.
TLYC will endeavour to have each safety boat operated by trained personnel
and to be equipped with Marine VHF radio, a First Aid Kit, 2 Life buoys
and a towing rope.

The number of boats on the water and on standby will be determined
by the Race Officer with due consideration to the current and expected
weather conditions, the size of the fleet, the type of courses being raced,
the type of boats racing and the experience of the competitors.
Communications
-
Boats requiring assistance should attract attention with the use
of the international signal for distress – Slowly and Repeatedly RAISING
and LOWERING ARMS outstretched to each side.

Boats requiring immediate assistance in a life-threatening situation
only should repeatedly blow their whistle as well as Raising and Lowering
Arms. All sailing and motor boats in the area are required to respond immediately
to this signal.

A Marine VHF Radio Channel published on the notice board, will be
monitored by the Race Committee during racing. Any boat that wishes to
can summon help or report others requiring help by this means.

During racing, the Race Committee will have available a cellphone
that can be contacted by competitors, spectators and safety boats. This
number is available at the TLYC office, or from the Race Officer. TLYC
will endeavour to make a list of all medical and emergency telephone numbers
available for instant access. We hope that soon, the numbers will be available
as a sticker for attachment to boats and cars.
Race Course Observation

At all times during racing, the Race Committee will observe the racing
area in order identify boats in trouble and to direct assistance to them.
Personal Training and Safety

The Club will be organising personal safety training courses including
CPR techniques for individuals that wish to avail of this training.
This information will be disseminated in the newsletter.

Booking should be made through the TLYC Office at Talisay or Manila.
Medical Equipment
-
The Club Office in Talisay will maintain a comprehensive medical
First Aid Kit in order to provide basic first aid until help can be summoned
or individuals can be transferred to a formal medical facility.

Simple first aid items such as plasters and antiseptic for minor
cuts will be readily available.
Beach Access
-
A channel will be maintained from the beach dock to clear water.
This channel must be kept clear of boats at all times for emergency access
to and from the dock.
Skippers Responsibility

In conformity with rule 4 of ISAF regulations, be reminded that competitors
participate entirely at their own risk. The skipper is responsible
for the safety and conduct of the crew, and the boat. The club, or organising
authority, will not accept any liability for material damage, personal
injury or death sustained before, during, or after the event.
